Anti-Social Drinking Bans In Force

16 Alcohol Designation Orders in Felixstowe to control anti-social public drinking were officially put back in place last week, along with a number of new orders throughout the district.


Suffolk Coastal District Council recently realised that the orders, which they had understood were put into place over a year ago, strictly needed authorisation by the Full Council and not just by the Cabinet. The council said that it has taken the first available opportunity to remake and officially authorise the alcohol designation orders, which help the police to control anti-social behaviour in parts of the district. The renewed orders in Felixstowe, as well as those covering parts of Leiston and Woodbridge, have been confirmed and became effective last week.

Alcohol designation orders are also in place for the first time in four other areas of Suffolk Coastal - parts of Kesgrave, Martlesham, Framlingham and Rushmere St Andrew - as of last week, after they were officially authorised by the Council.

Councillor Ray Herring, Leader of Suffolk Coastal, said, "All the areas covered by the orders were selected after requests from the local town and parish councils and the police. These are not intended as being a ban on everyone drinking in these places, but it gives the police the authority to take action against those who fuelled by alcohol are acting in an anti-social manner. A substantial proportion of crime and disorder is linked to alcohol abuse. Although all these areas are relatively safe when compared to most other parts of the country, the police and the town and parish councils have identified that there are problems that need to be tackled by giving the police additional powers to tackle the minority who act in an anti-social manner after having too much to drink. This Council supports designation orders like these and partnership campaigns like Operation Nightsafe which are aimed at encouraging sensible drinking and better behaviour."

In the designated areas the police will have the power to require someone whose behaviour is deemed to be anti-social to stop drinking the alcohol and, if requested, hand over the drink. Failure to comply is an arrestable offence, with a potential fine of up to £500.

The 16 orders that apply in Felixstowe are officially called the Alcohol Consumption in Designated Public Places (Felixstowe) (Nos 1 to 16) 2007, and are as follows:

* Order 1 - (a) The Gardens, Promenade, Seafront and foreshore from Orford Road to Cobbolds Point and bordered by and including Sea Road, Wolsey Gardens, Bent Hill, Undercliff Road West, Hamilton Gardens, Bath Hill and Undercliff Road East, the Convalescent Hill, Pier Bight, Spa Pavilion car parks and Wolsey Steps. (b) Hamilton Road from Bent Hill up to St Andrews Road including the area around the Triangle bordered by Crescent Road, Cobbold Road between Hamilton Road and Cowley Road. The Crescent Road car park and the adjacent parts of Cowley Road, Crescent Road and Cobbold Road and Highfield Road car park. (c) Undercliff Road West from Sea Road to Ordnance Roundabout including Snow Hill Steps, Pram Hill Walk, Garrison Lane up to the boundary line of No.2 and Garrison Lane car park.
* Order 2 - the Greensward, Promenade, Seafront and Foreshore including Golf Road from Marcus Road, Cliffe Road up to the junction with Western Avenue including Golf Road, Brackenbury Fort, and Clifflands car parks.
* Order 3 - the car park, woodlands and open space known as The Grove, Felixstowe.
* Order 4 - the open space bordered by and including Gosford Way.
* Order 5 - Brackenbury Sports Centre on High Road East.
* Order 6 - Dellwood Avenue Recreation Ground.
* Order 7 - Allenby Park including the access from Constable Road.
* Order 8 - Ranelagh Road car park.
* Order 9 - High Road West from Garrison lane to Recreation Lane and High Street Walton to the bridge over Port of Felixstowe Road.
* Order 10 - the car park, playing fields and access to Orwell High School including the proposed all weather sports area.
* Order 11 - the Cemetery in Langley Avenue and Cemetery Path between Grange Road and Mill Lane.
* Order 12 - Coronation Playing Field, Coronation Drive, including the play area.
* Order 13 - the open spaces known as Cavendish Park North and South including the proposed Orwell Green skateboard park.
* Order 14 - Langer Park.
* Order 15 - Manor Terrace car park.
* Order 16 - Adastral Close including the road and open space.

Felixstowe Town Council recently reviewed the orders in place and after consideration would be recommending to SCDC that of the 16 orders, 2 should be changed and 4 removed. The following changes were proposed: Order 1 should be modified to exclude the beach, prom and seafront, except the area around the pier; Order 2 should be removed with a new order implemented for the area around Jacob's Ladder; Orders 4 (Gosford Way), 6 (Dellwood Avenue Sports Ground), 12 (Coronation Sports Ground), and 16 (Adastral Close) should be removed. All of the remaining 10 orders should be retained, the town council agreed.
